Nuisance Furbearing Animal Trap/Relocation Letter of Authorization
 
Anyone trapping and relocating nuisance furbearing animals must obtain a letter of authorization from the Wildlife Division stating the species to be trapped and their estimated numbers.  Nuisance trappers must have landowner permission before releasing furbearing animals onto a piece of property.
A monthly report is required whenever animals are trapped and relocated.
§ 71.005.  LICENSES REQUIRED.  (a)  Except as provided by this section and Section 71.004
(a)     No person may take a fur-bearing animal or a pelt in this state unless the person has acquired and possesses a trapper's license.

Trapper's: Resident (Type 106): $19; Non-resident of any age (Type 115): $315
Required for all persons to hunt, shoot, or take for sale those species classified as fur-bearing animals or their pelts. (See Nongame and Other Species and Fur-bearing Animal Digest.

A trapper's license is $19 for a Texas resident.  For a nonresident the fee is $315.

Live-trapped nuisance fur-bearing animals may be transported and released into the wild, but only with a written authorization from the Wildlife Division of Texas Parks & Wildlife and the owner of the property where the release occurs. Be aware that raccoons, foxes, and coyotes cannot be transported due to rabies quarantine restrictions from the Texas Department of Health. Contact Zoonosis Control Division website for rabies quarantine information.

RULE §65.379 Reporting Requirements 
(a) Any person licensed as a wholesale fur dealer:
(1) must complete and file an appropriate annual report with the department by May 31 of each year;
(2) return all unused CITES tags to the department by May 31 of each year; and
(3) may not be in possession of unused CITES tags between May 31 and October 1 of any year.
(b) A person licensed as a trapper must complete and submit an annual report accounting for all sales of fur-bearing animals to purchasers outside of Texas.
(c) Any person licensed as a fur-bearing animal propagator must complete and file an appropriate annual report with the department by August 31 of each year.
(d) The department reserves the right to refuse permit issuance to any person not in compliance with this section.
(e) All records required by this section shall be retained and kept available for inspection upon request of a department employee acting within the official scope of duty for a period of two years following the period of validity of the permit under which they are required to be kept.
